Prohibition of waiting and loading: Ellesmere Port - Marina Drive and Civic Way

CHESHIRE WEST AND CHESTER BOROUGH COUNCIL
TRAFFIC REGULATION ORDERS

Notice is hereby given that the Cheshire West and Chester Borough Council propose to make the following Traffic Regulation Orders in accordance with the provisions of the Road Traffic Regulation Act 1984.
CHESHIRE WEST AND CHESTER BOROUGH COUNCIL
(MARINA DRIVE AND CIVIC WAY, ELLESMERE PORT)
(PROHIBITION AND RESTRICTION OF WAITING AND LOADING)
ORDER 2019

The effect of the Order will be to:

Revoke the prohibition of waiting and prohibition of loading restrictions and the disabled persons parking place on the Civic Way Service Road;
Limit waiting to 15 minutes, return prohibited within 1 hour, between 8am and 6pm Monday to Saturday in the lay-bys on Marina Drive (south-east side) (i) from a point 3 metres south-west of its junction with Rivington Road for a distance of 33 metres in a south-westerly direction; and (ii) from a point 58 metres south-west of its junction with Rivington Road for a distance of 23 metres in a south-westerly direction; and
Prohibit waiting and loading on Marina Drive (i) on its north-west and south-east sides (excluding the parking bays and lay-bys) from its junction with Rivington Road to its junction with Civic Way;  and (ii) on its south-westerly end for its complete length.
The Order will also consolidate existing waiting restrictions on Civic Way.

The effect of the Order will be to:

Prohibit motor vehicles from proceeding on the Civic Way Service Road;
Prohibit vehicles from entering the private access road located 25 metres north-west of Marina Walk at its junction Civic Way;
Require vehicles on the private access road located 25 north-west of Marina Walk on reaching the junction with Civic Way to make a left turn;
Require vehicles on the private access road located 40 metres north-west of Wellington Road on reaching the junction with Civic Way to make a left turn;
Revoke the prohibition of entry restriction on Civic Way at its junction with the Civic Way Service Road; and
Revoke the one way restrictions on Marina Drive that extends from its junction with Rivington Road to its junction with the Civic Way Service Road, and on the Civic Way Service Road between Marina Drive and Civic Way.

(CIVIC WAY, ELLESMERE PORT) (20 MPH SPEED LIMIT) ORDER 2019

The effect of the Order will be to introduce a 20 mph speed limit on Civic Way.

CHESHIRE WEST AND CHESTER BOROUGH COUNCIL
(OFF-STREET PARKING PLACES, ELLESMERE PORT) (CIVIC WAY SERVICE ROAD VARIATION) ORDER 2019

The effect of the Order will be to remove the park and display parking bays off the Civic Way Service Road.  In addition (although not stated in the Order), (i) 11 existing pay and display bays will be removed off Marina Drive (north west side); and (ii) eight existing disabled persons’ parking bays will be removed off Marina Drive (north west side) and replaced with 1 hour limited waiting pay and display bays.

Notice is also given that Cheshire West and Chester Borough Council is proposing to:

Install a speed table and alter the PUFFIN controlled pedestrian crossing on Civic Way at Marina Walk in accordance with Section 90A of the Highways Act 1980 and section 23 of the Road Traffic Regulation Act 1984; and
Convert a length of footway approximately 160 metres long on the north-east side of Civic Way (currently known as the Civic Way Service Road which will be incorporated into Civic Way) from its junction with Whitby Road to a point 50 metres north-west of its junction with Wellington Road, to an unsegregated shared use footway/cycle track in accordance with Sections 66(4) and 65(1) of the Highways Act 1980.
Full details are in the draft Orders which, together with a plan showing the extents of the proposals, may be examined at the Council’s Locality Office, Ellesmere Port Library, Floor 2, Ellesmere Port, Cheshire, CH65 0BG between the hours of 9.00am and 4.30pm Monday to Friday.  The office will be closed between 25th December 2019 and 1st January 2020.

All objections and other representations relating to the Orders and the speed table/PUFFIN pedestrian crossing and cycle track proposals must be made in writing to the undersigned by 17th January 2019 and objections must specify the grounds on which they are made. Any representations relating to the Orders should specify the title of the Order and may become available for public inspection.
