New Housing Management Contractor

On Wednesday the 18 January, Cheshire West and Chester Council’s Cabinet will be asked to approve the appointment of a new housing management contractor for the Council’s 5,500 properties in the Ellesmere Port and Neston area. Cabinet will be asked to approve City West Housing Trust (part of the Forviva Group) as Preferred Bidder for a 10 year contract starting on 1 July 2017. Currently Plus Dane Housing manage the properties on behalf of the Council, but this contract comes to an end on 30 June 2017.
In November 2015 the Council’s Cabinet decided that the Council should retain the ownership of its homes in Ellesmere Port and Neston and that once again they would be managed by an external organisation. This decision followed an extensive options appraisal and consultation process with tenants. 
Tenants have been involved throughout the process; in the Summer of 2015 more than 1,200 tenants responded to a consultation, their preference was to retain Council ownership of the housing stock and to outsource the housing management service. The consultation was undertaken by an independent organisation. 
Councillor Angela Claydon, Cabinet Member for Housing said: “Having tenants help drive the shape of the new service ensures that we can have confidence that the service reflects the priorities of local residents. The Tenant Liaison Panel members (all volunteers) have generously given up their time. I’d like to thank the Panel for their input, their commitment to, and support for the process has been of significant value. 

“Following Cabinet’s decision, all tenants will be notified by letter of the chosen preferred bidder.”  If approved by Cabinet, there will be a five month lead-in period before the new contract commences on 1 July 2017. Until then the current arrangements with Plus Dane Housing  will remain the same. 

The Council will continue to be landlord of the properties and the existing workforce will TUPE transfer to the new provider if Cabinet approves the recommendation.

The proposed new contract will provide value for money for tenants and leaseholders, as well as a high quality service.
